Rapid Revenue Enhancement

Stabilize Cash Flow

In the above example, the Municipality’s monthly cash flows, prior to Debtpack, swung erratically between R1, 000,000 and R1, 500,000. Rapid Revenue Enhancement increased total cash flow in month one to R1, 700,000 and then settled down at +R1,500,000 per month. This is despite revenue declining markedly.

Increase Collection Rate

In the above example Rapid Revenue Enhancement increased the Municipality’s overall Increased Collection Rate - click to enlarge imagecollection rate from 50% to 75% in 6 months.This was largely achieved by increasing electricity payments from 70% to 90% in June and water from 35% to 80% in April. The marked drop after April is due Council deciding to stop water credit control.

Rates and Subsidies

Rates and Sundry recovery processes aren’t as direct as electricity and water which can be cut. It is a long term ‘state of mind’ thing. The diagram shows that although far from satisfactory, a zero tolerance on water and electricity, turns Rates and Sundries
around too. Once the platform has settled and resolved all data cleansing, billing, balancing and process management issues are sorted, (i.e. it is standing on solid legal ground), then Debtpack’s inbuilt legal enforcement processes can be used. Delivery volumes and times are subject local court drivers.

Collections driven by size of Local Economy

As seen above, real life results show that once Debtpack is installed, cash flows rapidly grow and then reach a banking plateau. This is the structural service delivery level that the local economy can afford.
